Establishment of Departments of Children’s Rights in Khatlon District
On 20 August the international public organization Rights & Prosperity took part in a workshop hosted by local authorities of Khatlon District. The overall goal of the event was to evaluate the process of rehabilitation of local Departments on the rights of the child in Khatlon area. Chairmen of the Commission on the Rights of the Child Gafurova Mairambi said that according to the decision by the head of the district, new departments were set up in the area to deal with children’s rights. Each department consists of 4 officers – head of the department, senior specialist, leading specialist and specialist.

According to the participants, the process of establishment of these departments is conducted in a quite irregular manner. This is basically connected with lack of financial and technical resources. Currently, UNICEF in cooperation with the Government of Tajikistan provide consultative and financial support to the Commission on the Rights of the Child for Khatlon District. Project Coordinator from UNICEF, Mr F. Lutfulloev told about future plans of cooperation between UNICEF and the Government of Tajikistan.
Rights and Prosperity focused on the improvement of skills and potential of workers of local departments on the rights of the child. Currently, most specialists from these departments have no experience in the given field. Despite wide competence of the Commission, lack of related knowledge leads to the situation when local officials do not use their rights to protect children’s rights. Apart from legal knowledge, local officials lack related skills in planning, drawing up programs on protection of children’s rights and fundraising. However, a number of local departments on the rights of the child have positive experience in planning and implementation of programs aimed to protect children’s rights with support from international donors.
Director of the Child Rights Center told the participants about the center’s girls support program. Currently, the program covers Dushanbe and provides psychological and relevant support to girls at the age of 10-18 – victims of human trafficking, violence or prostitution. According to the participants, such events are very useful in terms of share of experience, consultations and elaboration of joint decisions for coordination of activity with related structures dealing with children’s rights.
