Raising legal potential on children’s rights
On February 16-19, 2010, Rights & Prosperity International Public Organization has conducted two two-day training sessions in the frameworks of the “Department on Children’s Rights – effective instrument for protection of children’s rights” project.
Training sessions were conducted in cooperation with the Commission on the Rights of the Child for Khatlon area.
Children rights experts from Dangara, Temurmalik, Hamadoni, Farkhor and Baljuvan regions of Khatlon area took part in these sessions.
In her welcome speech, Chairwoman of the Department of Children’s Rights for Khatlon area Gafurova M.G. has outlined the importance of education for the formation of professional staff for the regional commission on the rights of the child and wished successful and mutually beneficial work to training participants.
Training’s agenda contains the following issues:
1. System of bodies for protection of rights and interests of vulnerable children
2. Structure and tasks of the Commission on the Rights of the Child
3. Authorities of the Commission
4. Rights of the Commission:
Rights of the National Commission on the Rights of the Child;
Rights of the District Commission on the Rights of the Child;
Rights of the Regional Commission on the Rights of the Child.
5. Order and terms of consideration of materials and cases by the Commission
6. Cooperation of the Commission with Psychological and Medical Consultation
7. Cooperation of the Commission with the Ministry of Interior’s service on prevention of crimes among youth
8. Activity of the Commission in the Criminal and Procedural Code of Tajikistan
9. National Action Plan on protection of the rights and interests of the child for 2003-2010
10. Ombudsman Institute in Tajikistan in the field of protection of children’s rights
11. Child and children from risk group
12. Care and guardianship
13. Rights, duties and responsibilities of parents with respect to the child
14. Importance of prophylaxis work with vulnerable children
15. Social, economic and civil rights of vulnerable children
Training participants were quite active from the very beginning of the course since thematic of training sessions was quite pressing and full of practical issues with which training participants face in their everyday life.
Educational program is notable for its novelty since the Commission on the Rights of the Child has underwent a series of reforms but the activity of the Commission is not being highlighted at trainings and seminars. Training participants said this was their first-ever training of such character.
Training sessions allowed children rights experts to increase their legal potential, establish business links with each other, study experience of their colleagues, share their experience and identify spheres of potential cooperation in the future. Additionally, training participants received post-training practical consultations on everyday activity.
